Defines "indemnification agreement" as an agreement to indemnify, defend, or hold harmless another party against liability for bodily injury or physical damage to property.

Makes indemnification agreements in public improvement contracts unenforceable unless the injury or damage is attributable to the promisor's negligent or wrongful acts, or involves strict liability under environmental laws.

Voids as against public policy any provision in public building or construction contracts requiring a party to provide insurance coverage for another party's negligence or intentional acts.

Preserves the validity of provisions requiring workers' compensation insurance, construction bonds, builder's risk policies, and owner or contractor-controlled insurance programs.

Exempts building and construction contracts for work within 50 feet of public or private railroads or federally regulated railroads from the insurance coverage restrictions.

Becomes effective the day following final enactment and applies to agreements entered into on or after that date.
