Requires every coroner or medical examiner to prepare and present an annual budget to the county board, including a proposed budget summary, organizational chart, and verification of certification requirements.

Mandates the annual budget include aggregate data from the previous calendar year such as total cases referred, cases where jurisdiction was accepted, total medical examiner autopsies, anatomical gifts, and data by case type.

Requires county boards to conduct annual public review meetings with notice and public testimony opportunity to review the budget, determine compliance with chapter 390, and either certify or request revisions.

Mandates county boards forward the certified budget annually to the legislative committees with jurisdiction over local government coroners and medical examiners.

Applies sections 390.31 to 390.35 only to counties with populations under 100,000, effective July 1, 2021.

Amends the family communication requirement to apply "during and after" death investigations rather than just during investigations.
