Amends Minnesota Statutes 2020, section 349.163, subdivision 9, to require licensed manufacturers to sell or lease gambling equipment to licensed distributors.

Licensed manufacturers may only refuse to sell or lease equipment if the equipment is sold on an exclusive basis, the manufacturer does not sell to any Minnesota distributor, a Minnesota statute or rule prohibits the sale, or the distributor is delinquent on payments.

Exempts application software and computer programs used by licensed manufacturers in the production, play, and reporting of board-approved electronic pull-tab games or electronic bingo games from the sales or lease requirement.
