Expands eligibility for postsecondary enrollment options to include 9th grade pupils, in addition to existing 10th, 11th, and 12th grade eligibility, for career or technical education courses at Minnesota state colleges or universities.

Requires 9th and 10th grade applicants to have received a passing score on the 8th grade Minnesota Comprehensive Assessment in reading, or substitute another reading assessment accepted by the enrolling institution.

Allows students who are refused enrollment by a Minnesota state college or university to apply to other eligible institutions offering career or technical education courses.

Permits secondary students who earn a grade of "C" or better in a career or technical education course to take additional postsecondary courses for secondary credit at that institution, up to limits specified in subdivision 8.

Becomes effective for the 2021-2022 school year and later.
