Amends Minnesota Statutes to prohibit the commissioner from using indirect cost charges to obtain money appropriated from the outdoor heritage, clean water, parks and trails, or arts and cultural heritage funds.

Recipients of money from the parks and trails fund cannot use funds to pay overhead costs including rent, lease payments, insurance, utilities, custodial services, or building maintenance unless they document that these costs increased as a direct result of administering a funded program, and the amount used cannot exceed the documented increase.

Applies identical overhead cost restrictions to recipients of money from the outdoor heritage fund, clean water fund, and arts and cultural heritage fund with the same documentation and limitation requirements.

Preserves existing exemptions from indirect cost liability for certain programs, federal funds, and the Minnesota State Colleges and Universities system.
