Establishes a task force on shelter resident rights and shelter provider practices, to be appointed by the state director of the Minnesota Interagency Council on Homelessness by July 1, 2021.

Task force consists of 8 state commissioners (or designees), 11 shelter providers from various types of shelters, 11 individuals with lived homelessness experience, and 30 organizational representatives including advocates for homeless populations, disability organizations, and local government associations.

Task force must examine shelter resident experiences and issues, develop a bill of rights and treatment standards for shelter residents, establish shelter provider standards of practice, and analyze government oversight and registration of homeless shelters in Minnesota.

Requires an initial report by February 1, 2022, and a final report by August 31, 2022, to legislative committees on findings and recommendations regarding shelter resident rights, provider standards, a statewide shelter call line, and government oversight options.

Appropriates funding from the general fund to the Minnesota Housing Finance Agency in fiscal year 2022 to implement the task force; task force expires upon submission of final report.
