Establishes priority reimbursement order for dry cleaner environmental response account expenditures, prioritizing persons meeting specific conditions and commissioner response actions when owners fail to complete required actions.

Prohibits the use of perchloroethylene as a dry cleaning solvent after December 31, 2025.

Cancels an estimated $255,000 in unexpended funds from Laws 2019, First Special Session chapter 4, article 1, section 2, subdivision 10, paragraph (c).

Appropriates $355,000 in fiscal year 2021 from the remediation fund for a cost-share program to reimburse dry cleaning facility owners and operators for transition costs to alternative solvents, up to $20,000 per facility, available until June 30, 2024.

Appropriates $213,000 in fiscal year 2021 from the dry cleaner environmental response and reimbursement account for environmental response purposes, available until June 30, 2022.
