Appropriates $400,000 in fiscal year 2022 and $400,000 in fiscal year 2023 from the arts and cultural heritage fund to the commissioner of agriculture for county fair grants.

Requires equal distribution of grant funds to all 95 Minnesota county agricultural societies.

Grants are intended to enhance arts access and education while preserving and promoting Minnesota's history and cultural heritage through county fairs.

Commissioner of agriculture must develop grant-making criteria and guidance for funding projects and events that provide access to arts or the state's agricultural, historical, and cultural heritage.

Grants are in addition to existing aid distributions to county agricultural societies under Minnesota Statutes, section 38.02.
