Establishes state goal that by January 1, 2023, no children in Minnesota shall have blood lead levels equal to or greater than 5 micrograms of lead per deciliter of whole blood.

Establishes state goal that by January 1, 2025, no children in Minnesota shall have blood lead levels equal to or greater than 3.5 micrograms of lead per deciliter of whole blood.

Requires the commissioner of health to establish a plan of comprehensive, coordinated, statewide activities to achieve these blood lead reduction goals.

Requires the commissioner of health to issue a public report by March 1 of each year detailing the extent of lead testing in children, number of children with elevated blood lead levels, geographic concentrations, known lead exposure sources, and action steps to reduce blood lead levels.
