Prohibits compensation calculated based on the number of absentee ballot applications solicited, collected, or accepted, and prevents reducing or providing bonus compensation based on meeting application collection targets.

Requires county auditors or municipal clerks to document the name, address, and telephone number of agents delivering absentee ballots and obtain their signed statement certifying compliance; elevates the penalty for agent misconduct from misdemeanor to felony.

Requires election judges to document the name, address, and telephone number of individuals assisting voters and obtain signed compliance statements; makes unauthorized voter assistance a felony offense.

Expands the definition of prohibited voter coercion to include forcing individuals to register to vote or apply for absentee ballots through force, coercion, fraud, duress, or abduction; elevates violation from gross misdemeanor to felony.

Expands bribery prohibitions to include inducing individuals to register to vote or apply for absentee ballots through money or valuable consideration, and changes the offense classification to felony.

Takes effect the day following final enactment.
