Modifies Minnesota Statutes 2020, section 256B.0625, subdivision 26 regarding medical assistance coverage for special education services provided by school districts.

Allows an individualized education program to be used instead of a diagnostic assessment for purposes of reimbursement under medical assistance for school social work services, notwithstanding Minnesota Rules part 9505.0371.

Establishes qualification requirements for school social workers to receive medical assistance reimbursement: masters degree in social work, Board of Social Work licensure, Professional Educator Licensing and Standards Board licensure as a school social worker, and either an independent clinical social worker license or a graduate/independent social worker license under supervision of a licensed independent clinical social worker.

Requires the commissioner to develop and implement package rates, bundled rates, or per diem rates for special education services and a cost-based payment structure with interim and final rates, allowing school districts 60 days to appeal final rate determinations.

Clarifies that medical assistance coverage for school social work services applies notwithstanding Minnesota Rules part 9505.0371 and section 256B.0943.
