Adds a new "law enforcement supervisors unit" (unit 18) to Minnesota's state employee bargaining units, allowing law enforcement supervisors to organize separately from general supervisory employees.

Modifies restrictions on supervisory employee unit assignments, allowing supervisory employees to be assigned to units 12, 16, and 18 (previously only units 12 and 16).

Removes state patrol supervisors, enforcement supervisors employed by the Department of Natural Resources, and criminal apprehension investigative supervisors from the list of employee groups with the right to sever from general supervisory units.

Provides a transition period during which affected law enforcement supervisors can participate in certification elections for the new unit, while maintaining their current unit assignments until a collective bargaining agreement is approved.

Permits criminal apprehension investigative supervisors and other law enforcement supervisors currently in the general supervisory employees unit to remain with the Middle Management Association if they choose not to join the new law enforcement supervisors unit.
