Advisory councils must establish a system to receive and review feedback on general community education revenue use and make written recommendations to the community education director and school board effective July 1, 2021.

General community education revenue per district increases from $5.42 (fiscal years 2007-2022) to $5.97 (fiscal year 2023 and later), multiplied by the greater of 1,335 or the district's population.

Adds "other programs offered by other nonschool organizations consistent with community education purposes" as an allowable use of general community education revenue effective July 1, 2021.

Prohibits general community education revenue from subsidizing direct activity costs for adult enrichment programs, including instructor costs, materials, or transportation.

Appropriates unspecified sums from the general fund to the Department of Education for community education aid for fiscal years 2022 and 2023.
