Extends COVID-19 emergency waivers allowing remote delivery of certain home and community-based services through June 30, 2021, including telehealth visits, remote case management, and flexible licensing requirements for substance use disorder treatment and mental health services.

Extends waiver CV43 (expanding remote home and community-based services) through June 30, 2022, subject to federal approval.

Directs the commissioner of human services to develop a new covered service or modify existing services under Medical Assistance to permit direct care services during short-term acute care hospital visits, with draft legislation due to legislative committees by December 31, 2021.

Requires the commissioner to establish a Unit-Based Services Advisory Task Force to recommend legislative changes to chapter 245D regarding community-based unit services, with quarterly meetings and a written report due by June 30, 2022.

Specifies that the advisory task force must include representatives from lead agencies, disability advocacy organizations, individuals receiving services, and parent advocates, with eligible participants eligible for compensation.
