Notes that D.C.'s population of approximately 712,000 residents (2020 Census) is comparable to several existing states including Alaska, North Dakota, Vermont, and Wyoming.

Emphasizes that D.C. residents pay more federal taxes than residents of 22 states, serve on federal juries, and serve in the armed forces, yet lack full representation in Congress.

References the November 8, 2016 district-wide referendum in which D.C. residents favored statehood by 86 percent.

Directs the Chief Clerk to transmit an enrolled copy of the resolution to U.S. Senate and House leadership and to Minnesota's federal congressional delegation.
