Appropriates $695,000 from the bond proceeds fund to the Board of Water and Soil Resources for a grant to the city of South St. Paul for capital improvements to Seidl's Lake.

Funds will be used for design, engineering, construction, and equipping of a storm water lift station to discharge excess storm water into South St. Paul's storm sewer system and minimize fluctuating water levels.

Project must be implemented jointly by the cities of South St. Paul, Inver Grove Heights, and West St. Paul.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $695,000 to provide the appropriated funds, pursuant to Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Appropriation becomes available only when the commissioner of management and budget determines that sufficient resources to complete the project are committed to it.
