Prohibits municipalities from annexing designated areas through any method other than those specified in an orderly annexation agreement.

Prohibits nonparties to an orderly annexation agreement from annexing property subject to that agreement; petitions from nonparties shall be denied upon identification of subject parcels.

Voids and renders unenforceable any ordinance adopted by a nonparty municipality attempting to annex property covered by an orderly annexation agreement.

Establishes that annexations in designated areas may only be initiated by submitting a resolution from a signatory to the joint resolution or by the chief administrative law judge.

Makes orderly annexation agreements binding contracts enforceable in district court, effective the day following final enactment.
