Adds a new "law enforcement supervisors unit" as unit 18 to the list of employee bargaining units under Minnesota labor law.

Allows supervisory employees to be assigned only to units 12, 16, and 18 (previously units 12 and 16).

Removes State Patrol supervisors, enforcement supervisors from the Department of Natural Resources, and criminal apprehension investigative-supervisors from the employee severance provisions in subdivision 3.

These three groups of law enforcement supervisors lose their separate right to petition for severance from their current bargaining units.
