Authorizes the city of Luverne to donate city funds to nonprofit child care centers operating under section 501(c)(3) of the Internal Revenue Code that provide services in the city.

Grants the city of Luverne discretion to determine the amount and duration of funding provided to the nonprofit child care center.

Allows the city of Luverne to impose requirements on the nonprofit that must be met as a condition of receiving the funding.

Effective upon compliance by the city of Luverne's governing body and chief clerical officer with Minnesota Statutes section 645.021, subdivisions 2 and 3.
