Permits the city of Lake City to establish a port authority commission with the same powers as a port authority under Minnesota Statutes sections 469.048-469.068.

Allows Lake City to choose the name of the port authority commission, notwithstanding any contrary law.

Authorizes the port authority commission to exercise powers of a municipal housing and redevelopment authority under Minnesota Statutes sections 469.001-469.047.

Becomes effective the day after the city of Lake City's governing body and chief clerical officer comply with Minnesota Statutes section 645.021, subdivisions 2 and 3.
