Permits parents, stepparents, legal guardians of minors, and spouses of personal care assistance recipients to provide and receive compensation for personal care assistance services, notwithstanding existing Minnesota Statutes restrictions.

Exempts these family members from Minnesota Statutes section 256B.0659 restrictions that previously prohibited such compensation arrangements.

Authorization expires upon full implementation and phase-in of the community first services and supports program under Minnesota Statutes section 256B.85.

Appropriates unspecified amounts from the general fund to the commissioner of human services for fiscal years 2021, 2022, and 2023 as a onetime appropriation.

Becomes effective the day following final enactment or upon federal approval, whichever is later, with the commissioner of human services to notify the revisor of statutes when federal approval is obtained.
