• Adds new paragraph (j) to Minnesota Statutes 2020, section 373.01, subdivision 1, authorizing counties to offer free conveyances of nonconforming real property to adjoining landowners.

• Nonconforming property eligible for free conveyance must be five acres or less and cannot be improved due to noncompliance with local ordinances regarding minimum area, shape, frontage, or access.

• Receiving landowner must have acquired their parcel prior to December 31, 1960, and their parcel must adjoin two or more sides of the county's nonconforming property.

• Conveyance is restricted to adjoining or surrounding parcels only, and the landowner must not owe delinquent property taxes.

• Provision shall be liberally construed to encourage transfer of nonconforming real property and promote its return to tax rolls.
