Modifies section 48.512, subdivision 3 to clarify that restrictions on account opening do not apply to programs designed to expand financial services access to unbanked individuals.

Increases the maximum service charge that financial intermediaries may impose for dishonored checks from $4 to $10 per check on persons other than the check issuer.
