Establishes the Transportation Programming and Investment Committee within the Department of Transportation to provide policy direction and make capital investment decisions and recommendations to the commissioner.

Committee must approve major policy and spending decisions on trunk highways, select projects, make trunk highway programming decisions, distribute uncommitted funds, direct state road construction funds, and create and maintain an investment opportunity plan.

Committee consists of 10 voting members including 5 department assistant commissioners, the chief financial officer, and 4 legislators (2 representatives and 2 senators appointed by their respective party leaders), plus 6 nonvoting members.

Decisions require approval from 6 or more voting members, including at least one legislator from each party represented on the committee; assistant commissioner for modal planning and program management serves as chair.

Committee must meet monthly with minutes posted on the department website within 3 days and retained for 2 years; if the commissioner does not follow a committee decision, the commissioner must provide written notification with reasons posted on the website within 3 days.
