Amends Minnesota Statutes 2020, section 126C.21 regarding deductions from general education aid to school districts and charter schools.

Clarifies that county apportionment deductions must be based on section 127A.34, subdivision 2, removing reference to section 272.029, subdivision 6.

Requires school districts or charter schools that fail to meet federal special education maintenance of effort to have general education aid reduced by the amount owed to the federal government.

For cooperative members that fail federal maintenance of effort requirements, the commissioner must apportion aid reductions based on each district's individual shortfall and proportionate share of cooperative expenditures using adjusted marginal pupil units.

Specifies that recovered amounts from aid reductions must be paid to the federal government to satisfy the state's obligations from the district's failure to meet federal special education maintenance of effort.
