Goodhue County may sell, lease, or convey county-owned land abutting Lake Byllesby to adjoining property owners who will gain direct lake access, notwithstanding Minnesota Statutes section 373.01, subdivision 1.

All transfers must occur at market value as appraised by the county and must reserve mineral rights and flowage easements related to Lake Byllesby water levels to the county.

This authorization does not apply to county-owned land that has been developed as public parkland.

The act becomes effective the day after Goodhue County's governing body and chief clerical officer comply with Minnesota Statutes section 645.021, subdivisions 2 and 3.
