Creates new Minnesota Statutes section 124D.901 establishing requirements for school district and charter school libraries and media centers to provide equitable and free access to students, teachers, and administrators.

Requires school libraries to maintain organized and cataloged resources, adopt a collection development policy with materials selection/de-selection procedures and intellectual freedom statements, and provide a central location with technology tools and broadband access.

Mandates employment of a licensed school library media specialist or licensed school librarian to provide student instruction and staff training on resources and equipment.

Requires librarians to provide instructional support and collaboration with teachers across disciplines, participate in schoolwide technology planning, and promote integration of library resources into instructional programs.

Requires librarians to model and support ethical use of information, adherence to copyright laws, and respect for intellectual property.
