Establishes definition of "second chance drawing" as a lottery drawing in which an eligible nonwinning lottery ticket is submitted for entry to win a prize.

Classifies names of lottery prize winners with cash payments greater than $10,000 as private data on individuals under Minnesota law.

Extends the same privacy protection to winners of second chance drawing prizes that include cash payments greater than $10,000.

Allows lottery prize winners whose names are classified as private to make their names public only with written consent after the director informs them of the intended use.

Makes the privacy classifications effective September 1, 2021.
