Increases the fee for a duplicate driver's license obtained to add a two-wheeled vehicle endorsement from $18.50 to $26.50 for initial licenses and from $13 to $17 for renewals.

Directs $19 of the additional fee from each first duplicate license and $11 of the additional fee from each renewal to a newly created motorcycle safety fund.

Credits the remaining portion of the additional fee to the state's general fund.

Requires the commissioner to clearly state on all two-wheeled vehicle endorsement application forms how much of the total fee is dedicated to the motorcycle safety fund.
