• Creates Education Savings Accounts (ESAs) as a learning option for eligible Minnesota students, funded at the statewide average general education aid per adjusted pupil unit on a first-come, first-served basis.

• Eligible students must reside in Minnesota, have attended a public school in the preceding semester, and have household income not exceeding three times the National School Lunch Program reduced-price meal threshold.

• Parents may use ESA funds for tuition at nonpublic schools, tutors, curriculum, educational therapies, online learning, standardized tests, transportation, postsecondary institution costs, and up to $300 annually in school supplies.

• Program participation capped at one percent of public school average daily membership in fiscal year 2024, increasing to 1.5 percent in 2025 and two percent in 2026 and later; Commissioner begins accepting applications July 1, 2023.

• Makes technical adjustments to appropriations in Laws 2021, First Special Session chapter 13, reducing funding allocations across multiple education aid categories for fiscal years 2022 and 2023.
