Authorizes the commissioner to issue Minnesota 100 Club special plates or single motorcycle plates to registered owners of passenger automobiles, noncommercial one-ton pickup trucks, motorcycles, or recreational vehicles.

Requires applicants to pay standard registration taxes, a fee specified under section 168.12, subdivision 5, and contribute a minimum of $40 annually to the Minnesota 100 Club account.

Allows special plates to be transferred to another motor vehicle of the same type upon application and payment of a $5 transfer fee, provided the new vehicle is registered to the same individual.

Establishes a Minnesota 100 Club account in the special revenue fund to receive annual contributions, with funds appropriated first to cover administrative costs and remaining funds distributed to the Minnesota 100 Club for charitable purposes.

Becomes effective January 1, 2022, for plates issued on or after that date.
