Amends Minnesota Statutes section 115B.49, subdivision 3 to establish priority order for reimbursements from the dry cleaner environmental response and reimbursement account, prioritizing persons meeting specific conditions and those for which the commissioner undertook response actions after owners or operators failed to act.

Prohibits use of perchloroethylene as a dry cleaning solvent after December 31, 2025.

Cancels a prior appropriation of $255,000 in unexpended funds under Laws 2019, First Special Session chapter 4.

Appropriates $355,000 in fiscal year 2021 from the remediation fund for a cost-share program to reimburse dry cleaning facility owners or operators for transition expenses from perchloroethylene to alternative solvents, up to $20,000 per facility, available until June 30, 2024.

Appropriates $213,000 in fiscal year 2021 from the dry cleaner environmental response and reimbursement account for environmental response purposes, available until June 30, 2022.
