Directs the commissioner of human services to deposit funds disbursed from the United States District Court for the District of Minnesota (related to Jensen v. Minnesota Department of Human Services, Civil No. 09-1775) into a general fund account.

Appropriates the account balance in fiscal year 2021 to the commissioner of human services for disability services system reform efforts within the Disability Services Division, available until June 30, 2022.

Requires the commissioner to allocate all funds to the operating budget of the Disability Services Division.

Mandates the commissioner report to legislative committee chairs and ranking minority members with human services jurisdiction on fund usage by January 1, 2023.

Takes effect retroactively from December 6, 2020.
