S.F. No. 1762 - Family Child Care Task Force Recommendations

• Implements recommendations from the Family Child Care Task Force, including directing the commissioner of human services to contract with an independent consultant to develop a risk-based licensing model for family child care programs and submit proposed legislation by February 1, 2024.

• Establishes licensing provisions for alternative day care programs and permits up to four licenses to be issued at the same location or under one contiguous roof if each license holder demonstrates compliance with all applicable rules and laws.

• Creates an Office of Ombudsperson for Child Care Providers appointed by the governor to assist family child care providers and legal nonlicensed child care providers with licensing, compliance, and other issues, with annual reporting requirements to the legislature.

• Appropriates $1,500,000 in fiscal year 2022 for the family child care regulation modernization project and provides funding for child care provider grants, business training programs, and validation study of the Parent Aware program.

• Establishes the Family Child Care Training Advisory Committee to advise the commissioner on training requirements and permits family child care training instructors to count up to two instruction hours toward annual 16-hour training requirements.
