Establishes a new registration category for "transfer care specialists" who are authorized to remove dead human bodies from the place of death under direct supervision of a licensed mortician.

Transfer care specialists must complete an approved 7-hour training program covering ethical care procedures, health and safety, and relevant state and federal laws; training must be renewed every 5 years.

Requires transfer care specialist registrations to expire annually and be renewed, with fees to be set by the commissioner under section 149A.65.

A licensed mortician may supervise up to six transfer care specialists at any one time, and the supervising mortician is responsible for all work performed by the transfer care specialist.

Extends refrigeration storage limits for dead human bodies to up to 30 calendar days (with funeral establishment notification by day 14) and up to 60 days total (with commissioner report) when dignity is maintained, replacing the previous 6-day limit.
