Establishes student support personnel aid to address shortages of school counselors, psychologists, social workers, nurses, and chemical dependency counselors in Minnesota schools.

Distributes aid to school districts based on $22 per pupil enrolled (minimum $35,000) plus $4 per pupil for cooperative units; charter schools receive $22 per pupil with no minimum.

Requires aid be used to hire new positions for student support services personnel, with alternative allowance for contracted services if full-time positions cannot be filled.

Schools receiving aid must submit annual reports by February 1 documenting impact on school climate, attendance, academic achievement, career and college readiness, or postsecondary completion rates.

Appropriates $18,712,000 for 2022 and $23,152,000 for 2023 for student support personnel aid, plus $2,550,000 annually for workforce pipeline development and support services.
