Authorizes home rule charter or statutory cities to establish street improvement districts and impose a "just and equitable" fee on developed parcels to fund street improvements and maintenance.

Defines "improvements" to include construction, reconstruction, paving, utilities, sidewalks, traffic signals, bridges, drainage, and fixed transit infrastructure, but excludes transit vehicles, park-and-ride facilities, feasibility studies, and transit operating costs.

Requires municipalities to propose and adopt a street improvement plan identifying the district boundaries and estimating improvement costs over a 5-20 year collection period, with public notice and hearing at least 30 days before adoption.

Apportions costs to developed parcels based on their relative share of vehicular trips during the preceding calendar quarter, as estimated from certified trip data sources.

Exempts unimproved parcels for three years after street completion and parcels owned by institutions of public charity; allows unpaid fees to be certified to county auditor for collection as special assessments; provides affected landowners a 30-day window to appeal fees to district court.
