Amends Minnesota Statutes sections 375B.02, 375B.03, and 375B.04 to permit counties to establish subordinate service districts within their boundaries.

Defines a subordinate service district as a compact and contiguous area within a county where one or more governmental services or additions to countywide services are provided and financed from revenues within that district.

Prohibits subordinate service districts from encompassing an entire county and restricts their use to services the county does not already provide countywide unless an increase in service level is being supplied.

Excludes metropolitan counties as defined in section 473.121, subdivision 4, and any county containing a city of the first class from establishing subordinate service districts.

Requires county boards to adopt a resolution and hold a public hearing before establishing a subordinate service district, specifying the services to be provided and the territorial boundaries.
