Implements staggered terms for Metropolitan Council members effective January 1, 2022, with odd-numbered districts having terms ending in years ending in "1" and even-numbered districts in years ending in "3," followed by four-year terms thereafter.

Expands the nominating committee from seven to thirteen members, with the governor appointing five members, the Association of Metropolitan Municipalities appointing five members to represent cities, and the Association of Minnesota Counties appointing three members to represent counties.

Requires the nominating committee to publish and provide notice of the names and qualifications of three finalists for each appointment in the same manner as vacancy notices, with a 14-day public comment period before gubernatorial appointment.

Mandates that vacancy and expiration notices include a detailed position description with required skills, expected time commitment, and district connection, and must be provided electronically to local government bodies and organizations within ten days of state submission.

Applies to appointments made on or after January 1, 2021 (for Section 2) and January 1, 2022 (for Section 1) in the counties of Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington.
