Requires state government department and agency heads to prepare racial equity impact notes upon request by legislative committee chairs/ranking minority members or ways and means/finance committee leadership, with the Legislative Budget Office coordinating completion.

Racial equity impact notes must describe whether and how legislation would inequitably affect protected groups, explain the methodology used, include assumptions, specify long-range implications, and address other items determined by the Legislative Budget Office.

Establishes a Racial Equity Impact Advisory Group consisting of the Legislative Budget Office executive director, Department of Human Rights commissioner, ethnic council representatives, Indian Affairs Council director, Minnesota Humanities Center director, Center for Economic Inclusion representative, and two business partnership members.

Advisory group must develop recommendations for impact note contents and processes, identify data sources for agencies, and submit a report with draft legislation by February 1, 2022; the group expires February 1, 2022 or upon report submission.

Appropriates unspecified funds from the general fund in fiscal year 2022 to the Legislative Coordinating Commission to support the Legislative Budget Office's work on the advisory group.
