SF2302 Summary: Nurse Licensure Compact

• Enacts the Nurse Licensure Compact effective July 1, 2022, allowing registered nurses (RNs) and licensed practical/vocational nurses (LPNs/VNs) to practice across multiple states under a multistate license issued by their home state.

• Establishes the Interstate Commission of Nurse Licensure Compact Administrators to coordinate nurse licensure, enforce compact rules, and manage the coordinated licensure information system sharing nurse licensure and disciplinary data across party states.

• Requires nurses to meet specific qualifications including NCLEX exam passage, criminal background checks, no felony convictions, and no current enrollment in alternative programs to obtain or retain a multistate license.

• Authorizes party state licensing boards to take adverse action against nurses' multistate licensure privileges and requires reporting of adverse actions and significant investigations to the coordinated licensure information system.

• Appropriates $157,000 in fiscal year 2023 to the Board of Nursing for implementation, with base appropriations of $6,000 annually in fiscal years 2024 and 2025.
