Redefines "small amount" of marijuana as 42.5 grams or less of marijuana flowers, or 8 grams or less of nonflower marijuana (resinous form), effective August 1, 2021.

Prohibits the weight of fluid used in water pipes from being counted toward marijuana mixture weight determinations, except when marijuana is mixed with four or more fluid ounces of fluid.

Allows expungement of conviction records for persons convicted before August 1, 2021 under section 152.025 where the violation would have been a petty misdemeanor under the new small amount definition.

Eliminates driver's license revocation requirements for low-level marijuana offenses (small amount possession or sale for no remuneration) by excluding them from the controlled substance conviction trigger in section 152.0271.

Modifies criminal penalties so possession of 42.5-85 grams of marijuana flowers or 8-16 grams of nonflower marijuana mixture constitutes a gross misdemeanor rather than a felony for first-time offenders with no prior drug convictions.
