Governor must select Metropolitan Council nominees from a list provided by a seven-member nominating committee (three of whom must be local elected officials) after conducting public meetings in the district.

After the governor selects a nominee, local governments in the district have 90 days to pass resolutions supporting or opposing the nominee; if a majority support the nominee, the governor submits for senate confirmation; if a majority oppose, the governor must select another nominee or request a new list.

Local governments in a council member's district may remove that member by submitting resolutions to the council chair; if a majority of local governments in the district request removal within 90 days of notice, the member must be immediately removed from office.

The chair of the Metropolitan Council (the 17th voting member) is exempt from local government approval and removal procedures and requires only senate confirmation.

This act applies to the seven-county metropolitan area (Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington counties) and takes effect the day following final enactment.
