Commissioner of Management and Budget must prepare a detailed fund balance analysis of the general fund by September 30 of each odd-numbered year, comparing current results to the most recent previous analysis.

Commissioner must provide the fund balance analysis to chairs and ranking minority members of the House Ways and Means Committee and Senate Finance Committee, and post it on the agency website.

Amends section 16A.97 to remove reference to section 16A.98, limiting tobacco bond net proceeds to $640,000,000 during fiscal years 2012 and 2013.

Repeals Minnesota Statutes 2020, section 16A.98 (Tobacco Securitization Bonds), which established a Tobacco Securitization Authority and detailed procedures for issuing bonds backed by tobacco settlement revenues.
