SF255 Summary

• Allows applicants ages 15-17 to satisfy driver education requirements through an online driver education program authorized by new section 171.395, in addition to existing classroom and behind-the-wheel options.

• Online driver education programs must include performance outcome measurement, rotating quiz questions, student identity verification, 24/7 technical support, licensed instructor monitoring, secure data storage, and online supplemental parental curriculum.

• Prohibits the commissioner from imposing requirements on online driver education programs that are not equally applicable to classroom driver education programs.

• Repeals Minnesota Rules part 7411.0535, which previously allowed online classroom instruction only for students age 18 and older.

• All provisions become effective July 1, 2021.
