• $100,000,000 appropriated in fiscal year 2022 from the state fiscal recovery fund (American Rescue Plan Act) to the Commissioner of Employment and Economic Development for grants to nonprofit arts and cultural organizations affected by COVID-19 pandemic financial losses.

• Eligible organizations must be 501(c)(3) nonprofits with primary operations in Minnesota, prior funding from designated arts/cultural funding sources, operational status on May 1, 2020, and demonstrated at least 25 percent reduction in gross receipts between comparable quarters in 2019 and 2020.

• Grant amounts determined by 2019 IRS 990 total revenue, ranging from $10,000 for organizations under $25,000 revenue to $725,000 for organizations with $20,000,000 or more revenue; no organization may receive more than one grant.

• Funds must be used for operating expenses and are available until December 31, 2023; unspent funds must be returned to the general fund, and grant-making processes are exempt from certain state contracting requirements through December 30, 2021.
