Extends the expiration date for waiving in-person appearance requirements for marriage license applications from January 15, 2021 to May 31, 2021 during a COVID-19 peacetime public health emergency.

Allows local registrars to accept marriage license applications by mail, facsimile, or electronic filing with both parties' signatures during the public health emergency.

Permits examination of parties upon oath through contemporaneous video or audio transmission or verified written statements signed by both parties attesting to the legality of the marriage.

Electronic signatures must comply with Minnesota Statutes, chapter 325L requirements.

Amendment takes effect retroactively from January 1, 2021.
