Removes language requiring subordinate service districts to be "compact and contiguous," allowing counties more flexibility in defining district boundaries.

Permits counties (except metropolitan counties and counties containing a city of the first class) to establish subordinate service districts to provide governmental services financed by revenues from within those districts.

Prohibits subordinate service districts from including countywide services unless the service level is increased within the district.

Requires county boards to hold a public hearing and adopt a resolution specifying the services to be provided and territorial boundaries before establishing a subordinate service district.

All amendments become effective the day following final enactment.
