Expands the local road improvement program advisory committee from five to six members by adding a town board member appointed by the Minnesota Association of Townships.

Requires the commissioner to establish the advisory committee with one county commissioner, one county engineer, one city engineer, one representative from cities over 5,000 population, and one representative from cities under 5,000 population.

Mandates the advisory committee to provide recommendations to the commissioner regarding expenditures from accounts established under Minnesota Statutes section 174.52.

Becomes effective the day following final enactment.
