Authorizes the Minnesota Department of Public Safety to issue Minnesota Vikings Foundation special license plates for passenger automobiles, noncommercial one-ton pickup trucks, motorcycles, and recreational vehicles.

Requires applicants to pay an additional special plate fee (amount specified in section 168.12), registration tax, standard fees, and contribute a minimum of $30 annually to the Minnesota Vikings Foundation account.

Plate design must be developed in consultation with the Minnesota Vikings Foundation and include the foundation's marks and colors.

Special plates may be transferred to another qualifying vehicle registered to the same individual upon application and payment of a $5 transfer fee.

Annual contributions collected are deposited in a special revenue fund account; funds cover administration costs with remaining amounts distributed to the Minnesota Vikings Foundation to support youth health and education initiatives, effective January 1, 2023.
